From what I’ve been able to find out this track dates back to the Peoria & Eastern Railway which was incorporated in 1890. The line ran 211 miles from Peoria, Illinois to Indianapolis, Indiana. Several times over the years the line was merged with other railways including its last merger with Conrail.

One of the more interesting facts is that the Peoria & Eastern Railway transported about 70,000 people to the first Indianapolis 500 race in 1911 bringing passengers from eastern Illinois and western Indiana to the entrance of the race track. This tradition continued every year until 1963 when the line made its last run for the Indy 500 race.
